Although I recognize the need for systemized staffing techniques and filtering, it is an unfortunate reality that some of the best candidates applying to the public service may be facing unnecessary barriers. Although existing public servants tend to become familiar with the underlying expectations of applying to government jobs, this is not a transparent process and discourages many external applicants from even applying, regardless of their qualifications. As an example, a close friend of mine was recently able to move forward in a competition without having met the "necessary qualifications," only because she knew the HR manager who was running the process, but would have otherwise been rejected in the preliminary stages. Once moved forward, she proceeded to score the highest in competency testing by a long shot, and was clearly the strongest candidate when it came to the actual functions of the role. Ultimately, if we as public servants wish to remain relevant in corporate processes and be leaders in the field, we need to recruit the best professionals, regardless of their ability to use keywords in an electronic application.
