As the TBS Guidelines allows other Institutions to conduct the Second Language testing in Federal Public Service, let us start authorizing other academic and professional organizations to avoid PSC's possible Bias against the English Speaking Public Servants deserving promotions and Canadians for hiring in Federal Public Service.
